Rausch is GOOD, But “IV” Owen Fundamentally Changed KPD

Over on the local liberal playground, Shopper News “Stringer” Betty Bean went to a thread on the East Knox County bus accident in crediting Former Mayor Haslam with hiring David Rausch as Chief of KPD. When asked to explain the statement, she referred to her memory and how her the memory goes back to Bob Marshall. Then someone reminds Bean that it was Former Mayor Dan Brown that appointed Rausch. She then acknowledges and apologizes for high jacking the thread. While Rausch is an excellent KPD Chief, I have to state that in my opinion, the person that fundamentally changed the department and began moving it into a professional organization was Former Chief Sterling “IV” Owen, who Haslam did appoint. Rausch has continued the momentum that “IV” set into motion and that is all good news for Knoxville.
